Matt makes a good point. That's why in cities like St. Louis cops do stings by leaving a bike valued over the felony level unattended and then grab the thief. But I'd certainly support no value limit on it being a felony, as people of meager means with inexpensive bikes use those to commute or get around town, just like they would use a low-value car if they could afford one.

Here’s the problem: Thieves know that the MPD will not investigate a bike theft valued at less than $2,500.

What really needs to change is for bicycle thefts (or any theft that interferes with a person’s mobility) to be treated with the same degree of rigor by the MPD as theft of a motor vehicle (which even if the MV is worth less than $2,500 is covered by other state statutes providing for felony charges).
