I did some Googling, and found some stories about MIT students' design of a 
helmet-dispensing kiosk for bike share users, e.g. :

But none of the articles I found had dates less than two years ago -- which 
leads me to wonder if their design worked in practice. As the articles I found 
point out, helmet dispensers have to solve a lot of problems, including sizing, 
sanitation and inventory shrinkage, that are not easy to resolve in practice.

If you say that helmets should be mandatory, you're making the "all or nothing 
argument." Instead of making helmets mandatory, I'd like to find creative ways 
to encourage helmet use.

Why? You mean to tell me that there is no way to have helmet dispensers 
at the Kiosks? Seems like all the arguments against are economic 
arguments based on all or nothing logic/arguments. Don't see a lot of 
creative thinking here.
