That's a good question.

To answer it correctly, we'd need some stats on helmet use generally, and among children. In particular, we'd need to compare children whose parents were actively modeling good behavior vs.those who didn't.

Have there been educational programs aimed directly at getting parents to model good behavior for their children? (not just programs that tell bicyclists generally to wear helmets).

Unless you have those numbers, any answer is purely speculative.

I'm strongly in the 'helmets good, helmet laws bad' camp.
