“What about a tollway system? I haven't heard talk of that for a while. Is it a bad idea? Politically unfeasible?”
They key sticking point is that because Wisconsin signed on to receive Federal support for interstate construction, they are prohibited from charging tolls on those routes. In the past I have heard there will be problems with traffic diversion when drivers choose routes to avoid the tolls. Politically, Republican voters are in favor of tolls, while Democrats are slightly opposed. The most recent crosstabs for the polling data can be found here: https://law.marquette.edu/poll/wp-content/uploads/2014/09/MLSP24StandardCrosstabs.zip The preferred solution as expressed by voters is to take money from other areas of the budget to fund transportation and road projects, at 44, 38, 38 % for R,D, and I respectively. The second most preferred solution by voters is to increase taxes and fees at 23, 32, 44 % for R, D, and I respectively. The Governor’s current proposal to borrow is favored by 6, 6, and 6% of R, D, and I respectively. Reducing construction and maintenance actually scores higher with voters at 15, 8, and 13% for R, D, and I respectively.
