UWPD has created a webform specifically for people who have had a bicycle
stolen in Madison in the last ten years to see if it is among those bikes
recovered: http://uwpd.wisc.edu/biketheft/ The form requires the bikes serial
number.

The serial number is, of course, part of the record associated with bicycles
registered in the city of Madison, so if someone doesn’t know their stolen
bike’s serial number, but it was registered in Madison, presumably they can get
that information from the city.
Linda Pergola is the city of Madison’s bicycle registration contact now:
lpergola (at) cityofmadison.com

But the position is only half time (and I’m sure she will be fielding a much
higher volume of requests than usual), so be patient about getting a response.

UWPD also issued a statement with more details than I think I’ve seen on this
list so far:

Any idea who to contact, or how to check for a stolen bike? I'm sure
inventorying those bikes is a daunting task.

We had one stolen a few years ago that appeared to have been taken by a pro.
(Quick work, even took the lock & chain with him so he'd look legit.) The
chances of my bike still being in his inventory are minuscule, but still...

Subject: [Bikies] 592 stolen bikes recovered by police

Saturday's WI State Journal reported police have recovered a trove of stolen
bikes, many of them higher value, nicer bikes. The bikes had probably been
stolen over a number of years. So if you had a bike swiped, it may be worth
your time to contact the Madison police about it. Many of the bikes are not in
the police database of stolen bikes--but those records are kept for only 2
years, and many bike thefts are never reported.
