Comments to be taken until July 15, 2015. Although the proposed guidelines for road inventory includes mention of the potential harmful effects of motorized uses for silent users, the table entitled “Required Road Inventory Attributes” near the end of the document does not contain, and must be amended to contain, a list of silent uses already present on the “state highway” which would be impacted by an expanded use of this highway and what accommodations would be required to mitigate use conflict. Therefore it is essential another inventory attribute “silent use” is added, along with an appropriate definition, attribute value, and guiding comments to properly measure and gauge impacts of potential new motorized uses. Included in “silent uses” are bicycling, cross-country skiing, hiking, fishing, hunting, and other non-motorized uses. Please register my comment in the docket and please convey my concerns to the committee accordingly. This little known statue can actually “trump” existing property Master Plans and allow motorized vehicles in state forests and parks. Section Chief Aaron Buchholz & Specialist Teague Prichard will oversee the planning & mapping teams which will inventory and develop motorized access on state lands. ”This process will allow the DNR the ability to come up with a plan and engage the public before anything becomes final”, according to Buchholz. “Local flavor will influence whether roads are opened. If communities support motorized use, it’s more likely roads will be opened based on ecological, economic, and social criteria. It might also provide more route opportunity for motorized recreation”.
