For those wondering about the status of the downtown bike parking study, I have linked a couple of documents below. The final report isn't in, but the memo and overview of survey responses should give you a flavor of what they found. Doesn't look like there are any recommendations yet.

They went out a number of times last fall during day time, evening, weekday, and weekends, including during some events, to see how/how much the racks were being used. No surprise, there isn't enough bike parking in some areas of downtown, especially during events such as concerts at Overture, Farmers Market, or Taste of Madison.
