The way to make that happen is to treat this as a CRIMINAL case, that just HAPPENED to use a vehicle as the tool/weapon. If it is treated as a "traffic violation", there's a dysfunction. What if he had been waiting, on foot, for the victim to pass, and clubbed him with a baseball bat? Would it be prosecuted as a "sports violation"?

If anything, the use of the vehicle should ADD to the CRIMINAL nature of the person's act.
