I would frame this very differently. Making yourself visible through the use of 
lights - front and rear - reflectors and high visibility clothing is an 
important part of safe riding at night and in other situations where there is 
poor visibility. Increasing the time that a driver has to react between first 
seeing you and potential contact provides an important margin of error in a 
situation involving even the most diligent driver. Meeting the legal 
requirement is the minimum and is likely not be sufficient in many situations. 
Bad things sometimes happen to good people - do everything you can not to be 
one of them.

Stressing the importance of having lights is all good.

But in this particular case, where we have very little other  
information, the reader can easily assume that this is the most  
salient point. Not stated are any of the other possible factors, e.g.  
was the driver speeding? drunk? sleeping?

The way I would frame is:
Having good lights is good insurance against carelessly homicidal  
motorists who aren't paying attention.
