Yeah, not just frustrating but counter-intuitive; as if they didn't understand the purpose and value of the counterflow lane. Perhaps they thought the sidewalk would become the CF lane ... perhaps Fred (or Dianne) would give you a post-facto sort of explanation as to why they didn't support it and/or why they didn't want testimony from the City of Madison folks et alia.
