Funny, I would've never even thought about not locking my bike to a rack just because there was a lock attached to it. As Chuck said, people don't want to haul around their locks, and so leaving them attached to a rack seems like a good solution that doesn't inconvenience anyone.
Harald. PS Kudos to ULI to getting bike parking in their buildings. The quality and number of racks in their buildings, as well as their responsiveness to concerns, seems above average.
