Yes, you are right.

The reason for the file is to prevent the service from getting started
automatically when the server is installed, and after every reboot. If you
want the service to be started automatically on a system restart, remove 
the down file.

Many administrators like to investigate reasons for a system crash before
the services on a machine is brought up again. Also it's usually best to
scan through the configuration of the server after the first install�
before letting users connect :-). That's why the down files are there.

Note that there are down files in all the service directories, so check 
your imaps/log directory too.
