Because BIND won't do what you are wanting it to unless you configure it this way .. That's the cost of doing views. If you weren't defining each zone in each view, you weren't doing it right to begin with -- this complexity is one of the reasons that I strongly recommend AGAINST using views unless they are absolutely required and can't be worked around by changing your namespace in some way.
