Yes, there was definitely a bug here. I've just checked in a fix (and tests). Thanks for spotting this.
If you're not following the CVS source, this fix should be included in tomorrow's automatic build, which you'll be able to pick up from:

Hopefully there'll also be a new pre-1.4 release out in the next few days,
