Hi Birders,
 
Everyone should note that Burrowing Owl is classified as an Endangered Species 
in Canada, which is the highest level of "at risk" status, except for 
extirpated and extinct. 
 
The OFO Code of Ethics (see link) doesn't specifically offer suggestions re. 
endangered species showing up as vagrants, but the cautionary principles there 
should be considered.
