The printing of "cvs" I knew about but forgot while testing the patch. I'll
remove it.

I don't see how this has anything to do with revisions. I didn't change any of
the code in any of the fetchers, just moved it to the Fetch class. If the
fetcher already deals with revisions this doesn't change that.

I don't see how this has anything to do with ;date as this patch doesn't change
how the date is pulled. If the fetcher already deals with this then this patch
doesn't change that either. In fact, after actually looking at the code  the
CVS fetcher supports either date or SRCDATE, but the svn fetcher only supports
SRCDATE.

Updating the user manual is a bit laughable as the SVN fetcher's documentation
is out of date and inconsistent. I have updated my patch to update the manual
as well, although I didn't fix the consistency issue (FETCHCOMMAND_svn vs.
FETCHCOMMAND) as I don't know for sure what is correct. I also fixed the word
"supported" in the svk "docs".

Note: this is a patch for the 1.4 branch already as this is the branch I use.
