Sorry, I was hoping for a more specific test case which showed this was a
bitbake issue.
The task is returning success the second time it runs. This is therefore almost
certainly a problem with the QA tests and or other tasks in the OE metadata and
is not a bitbake problem. I'm therefore reassigning.
At a guess, the packages end up empty the second time around as the install
task didn't rerun. I suspect the long term solution is to have packaging copy
files rather than moving them from the install directory, I've made comments
about this on the OE mailing list in the past.
(You can show this as running bitbake fortune-mod -c install -f" will always
cause the QA checks to fail subsequently).
