So, Unfortunately I did not have enough time to check out Mono GC in detail and put together a worthy proposal, so I fell back on my original idea and applied with Jikes RVM to implement "The Compressor" garbage collector. For what it's worth I also sent an application to the Hurd project [1], although I expect they will prefer new contributors. I will probably look into precise garbage collection in Mono for next year, or maybe as a university project. I would also like to take this opportunity to thank you for working on BitC in the open.
