Well, I want to thank everyone for their excellent suggestions. The
answer turns out to be quite simple. Sonic.net, who operates the net the
box is on, recently blocked registrars.com coz they had been spamming
their customers, but they accidentally blocked outgoing as well as
incoming access.
So Sach is right: the moral is, never assume that a network has their
shit together.
