It was never true.  You need to be able to log in without a password only
if you are using external transfer methods for copying files back and
forth such as scp that require a separate connection for each copy
process.  If you use inline methods, such as uuencode, that simply use the
already existing tramp ssh connection, then it doesn't matter whether or
not you need a password to log in or not, since you log in only the first
time the connection is made to the remote machine, even if you open new
files on the remote machine.
