> or do you just use chron and lynx? You don't even need to use cron. An infinite loop in a bash script, with a "sleep" command stuck in it, would do it also. But then, I reckon, you'd have to manually restart the script whenever the computer re-booted (though you could also invoke the script in rc.local).
