Simple != fancy

Does wget return decent exit codes?  If it does you could try something
shell-ish like

while true ; do wget http://your.url.com || echo "SITE DOWN" | Mail -s "GAH" [EMAIL 
PROTECTED] ; sleep 300 ; done

which will check every five minutes and when it fails send you an email.

or something
