Sorry to those of you who're getting this twice,
I put a page up on mousearmy.net (and also on bandsagainstbush.org) that takes the place of what normally would be the front page and presents you with a questionaire regarding your voter registration status. It then either takes you to a page that helps you register to vote (offsite) or lets you into the site depending on how you answer. If you're not registered and are eligible, it will bug you every time you visit the site until you state that you are registered. Then it lets you through hassle free. And links to "/" still work in your site.
Anyway, I'm trying to see if I can get a whole lot of people to do this to their sites by mid-september. Not everybody is confronted by a voter registration table on a daily basis, but many people visit multiple web pages every day.
I've put up a page specific to mousearmy.net's implementation at:
http://www.mousearmy.net/meta/voter_info.html
with instructions and a link to download a copy of the page itself.
This is a way I thought I could nerd me up some electorate. However, I need for others to hop on the bandwagon (or do their own implementation) for it to have any sort of effect.
Vote as if your life depends on it, tack
