Amateur Radio carries with it the following restrictions:
- noncommercial
- no encryption

I doubt that your co-op would succeed since (at least in theory) you couldn't 
use the connection to purchase or sell, nor could you use VPNs or perhaps 
even use MSN, as it utilizes encryption.
