Merchant Problem

By the way, sorry about this posting but kinda desperate. What can I do
with merchants (credit card) who collect money on your behalf who do not
reply to your enquries ? They are holding my money and they are in USA ?
Is there any regulator to deal with this cause I need to solve this and it
is causing me some emotional stress. Any advice most welcome.
