Who is the company?
Where are you located?
Have you tried contacting them thru Fax and telephone?
Did you check on them before signing up?
Do you know who are their other customers?

Ups and downs are a part of business... so relax your nerves. Find answers 
to these and other such questions and you may have some clues on what 
course of action to take. Agencies you can try to contact include the 
relevant Chamber of Commerce, BBB, their existing customers, and for that 
matter even try the US embassy in your country. I am not saying that all of 
them will be helpful, but this what I would do if I am in your place.

for all you know, there may be a genuine communication problem rather than 
a fraudulent motive.
