http://www.apache-tools.org -- an offshoot of that I have

As project 'Shepard' of the gui-dev project, I can attest to the general
problem of creating a full function admin tool without totally taking over
the system. In short, there is too much contradictory in the two goals
that it has yet to be done, (that I am aware of).
This is further supported by the number of projects at sourceforge that
'have released no files' or are 'in the planning stage' -- lots of good
intentions, no code.
