Paul,

The bizops list was created for people to post about opportunities
targeted to RSPs, so that they didn't feel tempted to post them on the
discuss list.

Also, I think that Todd's second post was motivated by an exchange I
had with him in private, where I asked him about this very subject,
because I know that a large number of smaller RSPs had faced this very
issue with regard to their merchant accounts, and still do.  To his
credit, I have to say that Todd's response was thorough, and well
informed.
