A possible solution to this situation would be to allow whatever for the
first post.  However, if someone wants to constantly send the same
message, the policy should state the allowed frequency (I'd recommend once
per month).  The policy should also state a keyword to be included in the
subject line, for example:

Subject: RESEND: Merchant accounts for domain name resellers

So that filters can be set up in email clients to automatically kill these
spam messages.

New people to the list will still see the initial posts, and old people
can choose to ignore them.
