Typically you don't need to have live name servers when you
register.  Some registrars and some registries (.NU, for example)
require live name servers by doing periodic checks.  Many
of them do however require that the name server itself be
registered (have a handle) before you enter a domain using it.

The way I do it is I have a pair of name servers I register things
on if I don't know the real values -- then I modify the
entry after everything is set up.  This works fine except
for registries like .to where they charge you for modifications
(a procedure I'm not fond of.)

In my opinion, you should >not< have to have the name servers
set up beforehand, because that would mean you were announcing
unregistered names, and that would be a bad thing.

(Now that I've opened my mouth I'm sure others with different
and possibly better information will chime in and correct me ;-)
