Unfortunately Domainz (NZ registry) does require the pre-configuration
of two live name servers and a check is carried out during the
registration process to ensure that this has been done. 

The name servers do not have to be registered (have a handle) beforehand
and as far as I'm aware, there is no regular follow-up checking to
ensure that the servers checked at registration time remain live. There
is no charge for modifications once the name has been registered.
