Although their leases were supposed to run through Tuesday, tenants of
temporary apartments in the Lafitte public housing development said Saturday
that they were told they had to move out immediately or face arrest.
A Housing Authority of New Orleans manager called Dorothy Hill, 80, and told
her she had to be out Saturday or her belongings would be put on the
sidewalk, said Hill's daughter, Judy Broadus.
Two other tenants, Carol Johnson and Monica Jackson, said the same HANO
manager, whom they knew only as Ms. Watson, told them that police would go
through the development Saturday night and arrest anyone who remained for
trespassing.
So on Saturday afternoon, tenants and their families hurried to clear their
apartments. Two-person teams toted mattresses and couches to trucks, while
others carried out pillows, plants and boxes.
The tenants all said they would be out of their apartments by 6 p.m.,
although HANO general counsel Wayne Woods said later that they did not have
to move out Saturday.
"They're still tenants until the 31st," Woods said, adding that he had
spoken with HANO employee Lois Watson and that she said she had made no such
announcements.
Woods said that in case any tenants were still living in Lafitte, he would
send HANO employees to the complex to clear up the misunderstanding.
The renovation of some of the Lafitte units, even as much of the complex
was being torn down, stemmed from a request by City Hall to provide
much-needed affordable apartments at a time when most of the city's public
housing complexes were closed because of damage from Hurricane Katrina.
The housing agency spent $2.7 million to renovate 94 temporary units in
Lafitte, but contracts weren't awarded until September 2007 and then the
project suffered several setbacks. In the end, the apartments opened in late
August 2008 and the tenants moved in knowing they would have to move out
seven months later.
More than half the renovated apartments were never occupied. On Feb. 1, only
42 households lived there, according to HANO data.
At some point within the next few months, the eight remaining brick
apartment buildings at Lafitte are slated for demolition. They will largely
be replaced by single-family and two-family homes.
Unless Congress grants an extension, the developers must complete
construction of the new units by December 2010 to receive complete payments
under the program of Gulf Opportunity Zone tax credits.
A groundbreaking ceremony at Lafitte is anticipated within the next month or
so. But at this point, the rest of the complex has been demolished and no
construction has begun, said Micquel Robins, Jackson's daughter. So why the
rush to expel the few remaining tenants, she asked as she carried a box to a
truck.
"This doesn't make sense," she said. "These buildings will probably sit here
for another two months before they're torn down, but my mother has to be out
tonight."
