Summary: chatzilla window refuses to resize
Initial Comment:
It looks like the new decor code is incorrectly
preventing certain windows from being resized.
Specifically, chatzilla sets program size to 200 x 200
and blackbox appears to accept this as a hard limit.
However, the app is not setting max or min size.
WM_NORMAL_HINTS(WM_SIZE_HINTS):
program specified size: 200 by 200
