when the wm itself exits the apps are left alone.  It is the X server exiting 
which causes applications to close.  Otherwise "restart into window manager 
BLAH" would not work.

I have chatted with other users about this.  The code to implement this is not 
too bad and I think there are valid reasons for "do you really want to 
exit?".  Whether this will be a generic "run this app and check the return 
code" or a builtin for the wm is not clear yet.
