Because bbappconf sits there glowering in a corner and waits for a
particular WM_CLASS to show up, and then it does things to it.  The window
manager has better things to be off doing.

You could build functionality like that into the window manager...
WindowMaker does it.  But it's better being outside for the simple reason
that there's no reason for it to be INSIDE.  There isn't a single benefit
you can name that would come from bbappconf being built into the window
manager.

Personally, I like the way bblaunch does things better anyway. :)  It
watches for a particular WM_COMMAND to appear, rather than a WM_CLASS.
