Indeed... Blackbox makes special provisions for fullscreen windows... if a fullscreen window has focused and is raised, it is placed at the top of the stack, above everything else. When the window looses focus, Blackbox puts it behind all other windows (until it's focused again, in which case it's moved back on top).
Talking about layer positions: bbpager (current cvs version) seems to push to the foreground no matter what option is chosen in the config file:
bbpager.raised: False, True or commented out makes no difference, it's always on top of everything else (I have).
Quite annoying if you're used to have it in the top right corner, because it covers the close button of maximized windows...
