Works for me, too, except:
It doesn't stay raised
It doesn't reflect which windows are on top (sometimes a big
window in the background fills the entire bbpager window)
It is hard to move tiny windows.
Does anyone know how to move bbpal around the desktop any other way than
using bbpager?
