Stupid question...

I am trying to compile a custom kernel on my debian system but I am having a
little trouble.  When I run make xconfig I get an error message saying that it
can't stdio.h ( isn't that a standard kernel header ? ) If not which package do
I need to get this header file..  Thanks to anyone who cares to answer this off
topic question..
