Q: Set width toolbar/titlebar?

Hi,

I know I can affect the size of the toolbar and title bar with assorted
fonts and/or bevel, but is there a concrete way of setting each height?
As it is by default, using similiar settings, the toolbar is slighltly
thinner than the title bar.
