I've asked about this a lot in the past, and have had two basic responses:

 A) From elitest Debian folk[0]:  Read the Debian Menu docs, and learn how to use 
personal menu dotfiles.
 B) From ignorant or non-appreicative, non-Debian folk[1]:  Stop using the Debian Menu.

It would be nicer if there were an item in blackbox-menu that looked for 
~/.blackbox/menu globally, for every user.  This way, users wouldn't have to *make* 
their own fixed menus, but fixed menus would be found for those who want to *keep* 
them.
