I have done just this on my installations of Blackbox. I create an entry to
this effect in the main menu file along with an entry for the end user to
edit this file. Then I place a trimmed version of the menu file (only
including the original comments) in "/etc/skel/.blackbox/menu" so that every
new user gets a copy of this file and the directory structure.
