I've been able to reproduce this also, and here's my 2 cents.
It seems after you open a menu with licq, that it grabs the keyboard
entirely. whatever app you had focused keeps its titlebar focus, but the
input focus is on licq now, i assume, cuz it isnt on the app. if you use
the mouse to change the window focus to something else and back, the
keyboard starts working normally again also.
