Blackbox is only a window manager (I mean that in the kindest possible
interpretation of "only").  It doesn't (nor to my knowledge is it intended
to) do session management items like remembering what applications you want
positioned where and what you want started with blackbox.  These are all
features of KDE, one of which is controlling screen savers.  This is not to
say that you can't have screensavers with blackbox.  However, it is to say
that to do so you will have to manage them yourself.

One of the more popular screensavers that you most likely already have is
"xscreensaver".  You can learn more about with "man xscreensaver".
