As the original author of toolbox (the style conflaguration tool), this was
a question i got from time to time. I originally wanted to make it "easy"
to create and edit styles. I also didn't want to write anything in Xlib. So
I originally went with Gtk+ before switching to QT. So in fact, it could be
much, much worse =). (note: gtk+ sucks ass, i won't debate this). But the
basic answer is, if you want a tool that's easy to use, that is useful and
expansive, and that will be finished in your lifetime, it's gotta be written
in a toolkit. And if you're going to use a toolkit, you should use the best
one available.
