is bbkeys running? Keys dont do anything if you aren't running bbkeys.

Do you have write access to your blackbox menu? Probably not. Try
copying /usr/local/share/blackbox/menu to ~/.blackbox/menu or something
and point your ~/.blackboxrc at it instead. Then bbconf can edit it.
