IIRC from long-ago high school classes, you hyphenate when the two words together form 
a single adjective that describe the following word/term.  But you can argue whether 
the first word is part of a single adjective with the second word, or whether it's an 
additional separate descriptor of the base adjective.  *shrug*  Perhaps it's more a 
matter of taste/usage.
