it was in fact enabled
I was looking under email addresses actions category
which had email item (send directly)
which I'm not sure works, or perhaps it does but not in a way that I
understood?

that led me to realize that even when I unchecked compose mail, the
application did not respond.
when I did a search for email I found several other options and
clicked the email to (send directly ) which was unchecked.

the point is, I found it, and it works.
