It may have something to do with a change in command handling under
Leopard—anyone know?  In any case, that "modifier only activation"
checkbox actually controls the ability to invoke QS with just a
function key, possibly multiple presses of it.  Try checking it and
exploring the options.  If that's not what you want, try changing the
shortcut to F1 (no modifier).  That's much more likely to work,
assuming the system's handling of keys is the problem.
