Ok, so the problem with Plug-ins is that people expect all their plug-
ins to show up there. It should avoid this confusion yet still
represent a place for plug-ins to put stuff. One idea is "Extensions"
but then I expect questions like "where are extensions. I can't think
of a variation on plug-in like plugged-in that conveys, these are
installed by plug-ins but aren't every plug-in.
Another approach is realizing that so far only the Shelf and Clipboard
are here and given the current state of QS and how many things are
likely to add to this submenu, how about "Shelves"? It has the
advantage of pointing people at the Shelf plug-in.

Renaming it is the simplest and easiest option for the time being,
until we find out what the real problem is.
