It is a known bug. What works is docking the panel to a side (or bottom) of the screen.

Bring up the clipboard history panel (sounds like it's coming up anyway), and drag it as you would any window to a side of the screen or the bottom; wherever you'd like to live. Drag it so it's partially on screen and partially off. Then let go and wait a few seconds. The panel will slide to that section of the screen. Now when you move your most to that area of the side of the screen (and hold it there just a second), the clipboard history panel will slide out and appear. You can still make it appear via the other means (e.g., command-L after activating Quicksilver), but this works too.

The same docking technique works with the Shelf panel. I use this to access these function when my hand is already on the mouse. When my hands are on the keyboard, I've created triggers to bring up the clipboard history and shelf in the Quicksilver command window and results list, so I can navigate them by typing and using the matching algorithm and have quick access to other actions. The triggers are

Clipboard History, Show Contents
Shelf, Show Contents
